A friend has a recording of him racing on his SKY+ box. How can he extract the recording to a media I can use on my PC to view the footage?

The short answer is you cant as the Sky Plus system records broadcast shows with their transmission encryption in tact (assuming this was broadcast OTA)

There are some very very very specific examples of it working but these are the odd channel here and there which most sane people wouldnt want to record anyway.

Is there no way of hooking up a DVD recorder or such like to the HDMI output?

Whether that works depends on the original recording again.

If its been encrypted then a DVR wont report itself as a display, HDCP will get involved and it will cut the feed.

Using one of the analogue outputs and recording from that may work.

I've used a VCR and a DVD recorder from the Scart, dunno if the HDMI will work.

Press the red button on the programme so it changes to copy, then select play and then follow the instructions that pop up it works just fine on my sky+ box

Likewise - no problems in copying to DVD via SCART / Composite.
