DVDO Edge or AV Amp with upscaling
Discussion
I've no idea of your budget, but I wouldn't expect the cheaper (sub £600) amps to do upscaling anywhere near to a dedicated VP. I have a Lumagen HDQ myself (picked up second hand for just over £500) and it does a great job of upscaling from my DVD/HDD recorder using HDMI output at 576i upscaled to 1080/50p and fed to my projector or TV. The cheaper model from mine is the HDP and can often be picked up for around £300 and is very similar (just has fewer inputs). Be aware that HDP/Qs only have DVI inputs so need to use HDMI to DVI cables (and not adaptors, for some reason they don't seem to work properly with Lumagen's DVI inputs), so I put it after my amp as DVI can't pass audio and I like to hear the HD soundtracks (Dolby True HD, DTS MA, etc).
The edge will at least allow you use the Rprep feature, which can sort out the mess of deinterlacing applied by the typical $ky box. I don't think much this side of an Arcam AVR600 (well over £3k) will be able to do that as well.
EDIT: It's also well worth checking out your TV settings as having everything to 'ON' (like all the 'advanced' features) can often mess the picture up, especially turning up the sharpness control, which usually just causes 'ringing' on most TVs.
