DVB-C - Anyone here know much about this?

OK, so I have a Media PC in the lounge which works great apart from one feature. The TV recording features.
In Austria I use cable TV and the analogue service is routed into the Media PC on two tuners allowing me to record and watch the analogue cable service on my Media PC. Unfortunately, the quality is crap so I was wondering if it's possible to get the appropriate hardware to watch the digital (DVB-C), service on the media PC instead.
There is another reason for this. I just splashed out €100 for an HD DVB-C PVR box only to find that 3 months later, my HD channels have been removed and I must pay extra to watch them on top of the original subscription. Needless to say I'm not impressed and I'm planning on returning my box along with a full refund for the services I never got.
I do however want the higher quality telly, so any ideas?
I use UPC in Austria (Vienna), and like I said it runs on DVB-C and uses a smart card of some sort.
