Yep... BUT you'll need to make sure what type of testing you will be subjected to. If you have to do evaporative emissions you may need to look at other things like EVAP. You also need to find out if they do a OBDII test.

where's the car going to be registered?

I'm in Hong Kong, over here they do a rolling road test. This is a standard test where they drive the car at predefined speed, at predefined load, for predetermined time and measure the emissions. The good thing about this is that an Ultima will do this at very low throttle, where the standard tune is very clean.

There's a few different types of test, the one they do here is the simple one where they collect and test all of gasses for the whole period.

In the more stringest test, they collect and test the start up, the drive, and the shutdown separately.

Here they do not plug into the OBD2 - they just check that its there. In some places they plug in and look for error codes and run tests. This can also be an issue as one of the things you cant alter on a GM ECU is they type of car, mine says its a 2002 camaro.

I understand that in some places they do evaporative tests - in which case you will need an evap system and may also need to change rubber hoses to teflon.
