What is the criteria?
Someone told me it was emissions based so my 'visual smoke' would fall outside the requirement.

Not sure of the details, but I would assume as I guess we all currently pay the max of £170 for 12 months we would now pay £210.

Well, I've checked my V5 and it has a blank space against the CO2 emissions box. That must mean zero, must it not?. Zero Carbon emission cars are now priced at £0 for VED.

Where do I apply for the refund?

I think it will only apply to new cars where the emissions figures are stated. I'm visual only too, so fingers crossed. The real p1sser, is that I missed tax exempt by one year.
Just checked my logbook, C02 is empty, although under type of fuel it says: "As much as possible"

I just spoke to DVLA and they say that the actual situation is:

For cars registered after 1st March 2001, the car will be listed with an emissions figure. Since we usually use the early engine blocks they are not listed with an emissions figure.

If the emissions are not on the registration document then the VED is based on the engine capacity only. ie over 1549 cc then VED is £160.

My 6.3L costs less in VED than say a latest technology Mini Cooper!

If under the Taxation class on the V5, if it says PLG then it's the normal Tax as per engine size.....

If it says PETROL or DESIEL then thats when you look at the Co2 emmissions... So even my Late 2001 Corvette is still normal £175 as it is a PLG....

Kit cars with later spec engine may fall under this but not 1970 oil burners like ours.....

It's a bit more than you suggest but it doesn't look like we're going to see any whopping price rises. Hope anyone who's tax was due in April remembered to get it before the Budget. Mr Brown is a mean git and seems to take great joy in cranking the prices up on the night of the budget... which seems more than a little petty to me but quite in character for such a pointless tax. Stick it on the fuel price I say.
