Stickers....which side should peel?

Peeling off the wax paper off the smiley stickers, one i've bought the smiley sticks half to the wax paper and half to the blue thicker "paper", which side should it stick to when peeling, which you then place on the paint/window or whatever and press before peeling back, leaving the smiley remaining?

i'm guessing the thinner wax paper should peel and the smiley should stay stuck to the thicker blue stuff, which you then put on the surface you want?

not very happy i've got to very slowly peel it and press down various tiny bits to stop half the sticker going one side, and half to the other bought 2 stickers, one 3.5" and another 2", the 3.5" appears worse.

edit - ignore - found it's meant to stick to the thinner wax paper, not the blue stuff.
