updating an old stage rally car to be 2010 legal

Hi all, it's several years since I last built a stage rally car and I need updating on what current regulations require.
Specifically I have an old Skoda Favorit that used to run in the Skoda Trophy but has been laid up for several years and was last used for road rallying. I want to refurbish the car to use on NatB stage events next year.
I'm thinking along the lines of:
Plumbed-in extinguisher: I assume Zero2000 or AFFF? Can it be a mechanical system? What size cylinder? What do the hoses need to be made out of?
Hand-held: what size?
Seats: do they have to carry FIA approval?
Belts: I assume FIA and in-date.
Fuel sampling point: do I really have to have one?
Rollcage padding: does it have to be FIA approved?
Fuel and brake lines inside the cabin: anything specific?
Towing eyes: anything specific?
MSA logbook: do these expire or will the car's original 1995 item suffice if the car is still to the same spec?
Otherwise I assume these old things are still relevant: FIA cut-off; twin air horns operable by both occupants; 2 throttle return springs; bonnet pins.

The book is available online on the MSA's website, you don't even have to apply for a comp licence now to see it. All the information you need is in there, in a form that will be just as unreadable as it always used to be.
Stage rallies are not my game so I can't answer your questions with any certainty.

1 See Blue book
2 Plumbed in extringuisher may be mechanical but see C(c) Safety P164. Plumbed in 2.25 litres plus handheld 1.75 litres Zero2000 or AFFF. Hoses as makers spec.
3 Seats and belts unfortunately have to be within 5 years of manufacture date. For no justifable reason. Thank Robert Reid for that one.
4 if you've a 1995 logbook no need for sample point. However for God's sake don't lose the logbook. If you send it to the MSA keep a copy and use registered post/ special delivery or courier.
5 roll cage padding if any - no approval needed for NatA or B. Fuel lines in the car are specifically permitted on safety grounds.
6 towing eyes simply have to be a distinctive colour H269 (i) Towing eyes of adequate strength and size must be fitted to, or carried for fitting to, the front and rear of the vehicle. They must be painted a distinctive and contrasting colour.
Some scrutineers believe and insist that the word "tow" and an arrow need to be applied to the bodywork adjacent.
7 see 4 for logbook
8 Horns need to be operable by both but do not need to be air horns any longer. Some scrutineers believe otherwise. External circuit breaker C75 is required see H also. bonnet pins and twin return springs are no longer prescribed.
