Look up the Metro Cup (where I started), Stock Hatch, MR2 or MX5 series. Most are friendly and will have a club secretary or contacts to give you loads of advice. I'd recommend buying a car that's ready sorted for the series you're racing in.
For lessons, someone like Mark Hales or Eugene O Brien.
For the ARDS test, do a search on here. In short, you need a "Go Racing" pack from the MSA and then you'll need to book into an ARDS school for the test itself (Brands, Silverstone etc).

Sorry, I was being a bit narrow minded there. If racing is out of your budget then sprinting or hill climbing needn't cost much more than a track day, and you get the competitive element.
For circuit racing, expect costs of around £500 to £800 per race (all in) for the championships that I've mentioned above.

Hi if you want to ciruit race in the uk first you need to do your ARDS test.
