Lost comp licence, fax cover message received, question...

I've managed to lose my comp licence and phoned up the nice man at the MSA to get a cover note for this weekend while I try to find it.
When it came through I noticed it says:
"Please accept this fax as confirmation that a 2008 competition licence has been issued to the following person..."
Then in a paragraph further down it says:
"PLEASE NOTE Should the applicant not be able to produce his/her 2008 competition licence the £47.00 fine for non-production of a licence will be necessary."
Now, this doesn't make sense to me, how can I produce a licence that I don't have, as the letter states?

Yes Nick you get to pay the MSA the fee for non production of a licence. It's the same as getting to signing on and realising you have left it at home. I.E. the fax confirms you are a licence holder only.
The organisors will have to fine you as the msa are aware that you have mislaid it, so when the permit is sent back to them they will be looking for the fee. (I know a MSA steward who has been chastised over a simular incident recently).
