UAE Boat Owners - Please help!!

Hi All - I need some urgent help...I've found a boat that I want to buy in Abu Dhabi. The current owner is an Emirati, and he imported the boat from the US...which doesn't bother me. We've been through all the checks of the boats condition etc and it all checks out. So, we got to the stage of discussing how the transfer is supposed to work...at which point I discover that he has never registered the boat officially and doesn't have the gold registration card!
So he says to me that it's no problem, and that his cousin owns a boat dealer...and he will provide me with a receipt to say that I bought the boat from the dealer which I can take to some government authority to stamp. Then, the Mina port authorities will give me the registration card, subject to all the usual things being compliant (e-passport, flares, PFDs etc).
I was instantly cautious of this when he first told me...but does anyone on here have experience of the system? Does what he says above make sense? Does the fact that he's a local mean that this will all work out? My instinct is to run a mile...but it's such a nice boat, and exactly what I was looking for so I don't want to rule it out if there's any chance of it being possible.

Just like the "I’ve got XXXXXXXX large sum of cash to spend on car make everyone reading this post feel poor" thread! IMO any true PH'er should'nt need any help on spending any sum of cash on some wheels!
I gave up with trying to fit my ventie Starbucks (don’t do Costa) in the cup holder in my Veyron so instead I’ve now exploited child labour laws and keep one in the passenger foot well to hold my coffee for me.
Still can’t get my Krug at the right temp yet....!

Dunk - thanks so much...Stuart was on hols, but I spoke to his colleague, and it's largely because of that conversation that I am going to go ahead and do the deal tomorrow

Nice, think i know the type, we had one at work the other month! Basically a giant practical jetski!? That will be nice and quick, on a trailer as well i assume? Nice and easy boating im guessing not that ive had any experience with one!

Aye yes, a giant Jet Ski 50mph and yes, on a trailer. Hoping it's easy...I've got alot of sailing yacht experience cos my Dad was into his yachts...but I've not owned a power boat before so i dare say there will be some scratches on the gel coat before long!!Nice, think i know the type, we had one at work the other month! Pah!! sailing boats!! You're not allowed to swear on here!! You will be fine, the manoverability mooring will take a bit of getting used to the controls and the jet drive but just remember to take everything slowly and you will be fine!
Oh and make sure you flush the bloody thing out with fresh water after every use!!! Same goes for any boat engine!!
