Advice from Dubai residents needed

Guys, I'm looking for a bit of advice from Dubai residents. I bought a place off-plan about 4 years ago that is due to be finished soon. Obviously, not the best time with the current economic climate! I'm just trying to add up the running costs as a UK owner, living in the UK. Other than the apartment service charges, chiller costs and metered fee, I was reading about a housing fee that is added to the DEWA bills, but couldn't understand what was applicable to an apartment not rented out. The article talked about 5% of the rental cost as housing fee, but if I was the owner and the apartment not rented out, what would be the cost be on an aptrment bought for dh750,000?
Also, is there anything else I have overlooked?
