UAE national ID cards

Any of you got them yet? As a relatively recent arrival out here, I only found out about them a couple of weeks ago. Employers hadn't mentioned it before and I hadn't noticed anything about them in the papers.
Having got my form sorted, I've been trying for some time to get an appointment either by the website or over the phone, and have got nowhere. The website doesn't work, and the guys on the phone just tell me to go to the website. Useless.
As I understand it, I face either running the risk of trouble should I need official ID after Dec 31, or I queue at one of the registration centres from 3am with the thousands of other people, with no guarantee of actually getting served.
Am I missing something, or is it really this badly organised?

If you have only been here a short period then get used to the powers that be doing stuff like this, doing it extremely badly, then constantly changing and tinkering (because it was incredibly badly thought out - if at all) with it so you have no idea, and neither do they, what exactly is meant to happen.
Oh - and when something goes wrong happens, the knee jerk reaction can often be quite spectacular and again, never fully thought through.
After we had the huge fog pile up - their idea to stop it from happening again was to say that they will close the road if it gets foggy again.
Why not just educate drivers better in the first place?
