Sorry to be of potentially 0 assistance, but have you checked LinkedIn?
Always a good starting point. My UAE job search started off on there and I also considered some of the online publications in my particular career (law) where there would be plenty of recruiters listing positions (some of them the same).
I did frequent LinkedIn as lot to see how the listings and market changed and as a plan B the position I was counting on fell through (fortunately it didn't). You can also peruse key organisation members and the resourcing team members at specific organisations, and then add them with a view to a DM that can lead into an invitation to send your CV and covering letter.
It may take time, but you'll have to start somewhere I guess. My academics (which weren't the best admittedly) also came back to haunt me as well as the size of the oeganisation I was working in at the time, but in between the sluggish start and getting the offer, it took me about 2 months to submit via a recruiter, get interviewed and be made an offer.

I'm weary of social media due to the amount of rubbish that comes with it. I like to keep business and personal separate.
The minefield is the amount of recruitment sites which want a fee before before they'll forward a cv. Probably scams anyway.
I deal with lots of agency's to hire our staff here, I was looking for a reputable source for Dubai really.

Don’t pay fees. There are enough reputable agencies, that don’t require it. As you 1st foray into the Gulf, I’d try to find a job with a western or at least well established Emirati company.
