offplan with backing and completion dates would be your best bet. you also need to know good developers from bad. i haven't seen many new builds that i'd want to live in as the quality is terrible
i'd also give it a year. prices are falling and will continue to do so. a friend bought for 2.4m last year, its worth 1.6 now [aed]. unfortunately the establish developments where residents want to live [so still good demand and residuals] would not be ideal as a holiday home. the areas that would are massively oversaturated.
