Weird sandy paint issue!

I finally got to wash the car myself last weekend since moving to a villa a while ago. During washing it I noticed that the paint on what I can best describe as the trailing edges of the car (back section of the roof and the tops of the rear wings) is almost rough to the touch.
My first thought was it was overspray from some past unknown repair, but looking closer it looks like sand has become embedded in to the clear coat over time. Oddly, The glass rear window is the same, but this can be removed with a fair bit of effort. Any ideas how to remove it or shall I just wax polish over it?
