Gulf of Oman probably means Fujairah and not Dubai (that would be Jebel Ali or Port Rashid).

The Fujairah harbour master can be particular so I expect he objected to a nuke. Also it's not that good a place for a sub as it's very congested with commercial ships so they might have been doing it outside port limits and crew changes OPL are not allowed.

If that was the case, surely they'd have worked that one out before sending a crew and families there.

In their defense the rules change on a daily basis so they may have moved the goal posts.
