200 dhs fine (+ the obligatory 10 dhs 'knowledge fee' I would assume) for crossing Zabeel Road to get to the Capital Club entrance of DIFC.

Queue of us stood getting tickets handed out of the passenger window of an unmarked Armada.

It is a regular around the DIFC I am afraid. Plain clothes policemen (quite scruffy in fact) waiting for you to cross in from of the EMPOWER building.
