No idea to be honest but it may involve:
- Going to Police station to get a Report (pay a fine),
- Go to Tasjeel and pay AED100 inspection fee (yup, its gone up), and have to register your car (more fees)
OR
it could be just a simple matter of just replacing it without charge - hahahahahahahaha

Do you have a photocopy of the card? If so, would make things a bit easier to deal with.
If not, make sure you've got your licence/mobile number/passport/dog's blood type available and go down to RTA and expect a bit of Dubai red tape to get things sorted.
I'd lost the card on my car when I needed to de-register it, but they were happy to take a photocopy along with the numberplates.

Actually I think this may be one of the less stressful bits of red tape to deal with. IIRC, it cost me AED60 plus the usual renewal costs to replace my lost card a while back.
I've found that - quite often the frustration levels are the exact opposite of what you expect, in both directions.In my experience, 17 years in Dubai, Matt has hit the nail on the head, something you think is going to be a nightmare turns out to be dead easy, and the silly little thing you think should be no problem turns out to be nightmare.

The rear one was pretty mangled up too, and I went to tasjeel in Jebel Ali full of foreboding, expecting "show me police report" or letter from insurance company etc etc.
Nothing! "no problem, pay 120 ( I think, can't remember actualy) and take this paper to the number plate factory". Easy!
