Maybe he is talented? He might not exactly show it in the Black Eyed Peas, or as a solo artist but it doesnt mean he is talentless.

I'm with you OP, he's a tt. I can't abide any of the "music" by the BEP - or indeed their solo stuff. Every time i'm unfortunate enough to hear one of their releases i'm dumbfounded at the shockingly poor lyrics that last for the duration of the entire song, yet at the same time manage to say and mean absolutely nothing. It's just complete nonsense.

However, the bloke seems to have hit upon the (admittedly simple and repetetive) magic formula to construct/produce/sell radio friendly unit shifters to brain dead teeny boppers, so i'm sure he's laughing all the way to the bank.

Doesn't stop him being an utter moron though.

That still doesnt make him a tt in my opinion, if it wasnt him there's enough other people out there doing similar. I dont mind some of his music but it's definitely not my thing. There could be a lot 'worse' at number one/in the charts/on the radio though. Admittedly I cant remember the last really good/interesting number one but that does kind of go with the territory.
