This is going to be difficult , but here goes.
I'll start with the sixties, if you want to go earlier feel free.
I've just decided you can have 2 votes per decade if you want.
Sixties: The Kinks/ Bob Dylan.
Seventies: Curtis Mayfield/ Joy Division
Eighties: New Order/ Talking Heads
Nineties: Spiritualized/ Royal Trux
Noughties: Frank Black/ Fiery Furnaces

ETA: Neurosis, they have been consistently good from the '80s onwards in fact.

60s - Beach Boys - innovative and supremely talented, sadly considered by many as inferior to the cack handed mob from Liverpool around at the same time... the harmonies on "God Oly Knows" are still spine tingling.
60s - The Who - probably the greatest band ever, Pete Townshend, Keith Moon and Roger Daltry in the SAME band!... awesome. "My Generation" is still an epic anthem forty years on.
70s - The Clash - brilliant tunes, love the many influences they had yet still sounded so much better than the other punk bands. So many tracks to choose from but "complete control" always gets me pogoing!
80s- Guns N Roses (a bit late for the 80s a will accept) - Appeitite for Destruction was a stunning debut album, they personified the Hollywood metal thing. Hs to be "Sweet Child O Mine" for that intro.
80s - Bon Jovi - I was young and didnt know any better but to be honest, a lot of their 80s releases are the best and stil remembered by many. "livin on a Prayer" is still a singalong classic! (with mandatory key change!)
90s - Metallica - The Black Album (love it or loathe it) that album changed metal. end of.
"Wherever I May Roam", great tune
90s - Pennywise - with the help from Bad Religion they influenced every punk band that has released an album since 1992. Probably the best live band i have ever seen. Anyhitng off "About Time" but probably "perfect People" as a real f**k you anthem
00s - Streetlight Manifesto - a modern day reincarnation of The Clash, only better. each song is a work of art, my favourite is probably "A Better Place, A Better Time"
00s - Foo Fighters - this one could sit in the 90s but i think i have put it here as Dave has matured somewhat over the last five years or so and "Skin and Bones" was truly epic. "Best of You" form the aforementioned album but "Long Road to Ruin" was a great live track too..
