I'd say Doves are massively underrated although "of all time" is maybe a stretch. They have a great back catalog and are still going today. Much better than a lot of similar but more popular bands of the late 90's / 2000's.
I'd also mention The Boxer Rebellion. Most people I mention them to haven't heard of them but love them when I play a few tracks. Been going for years and have evolved over time with multiple albums. Great song writing, tunes and Nathan has a unique voice. Still touring too.

Totally agree with Japan. All five albums demonstrate their huge talent and distinctive sound but the final album 'Tin Drum' is utterly unique, with complex, creative instrumentation. It sounds amazing to this day. Mick Karn is one the all-time great bass players in my view.
Firehose, a late eighties/early nineties band consisting of former members of Minutemen, are another highly underrated band. They also had a superb bass player in Mike Watt.

I was going to get tickets to see them in Exeter as it's close to my birthday, but hearing their latest album I won't bother, it's absolutely dreadful. So much so I switched it off half way through. I've got most of their stuff and seen them live a number of times but their more recent stuff really is dirge.Not sure how the most underrated band of all time can be quantified.
However, I would suggest that Supergrass are massively underrated, personally I think they are above both Blur and Oasis in terms of song writing and consistency over several albums (not one or two cough Oasis cough), but they have flown under the radar on the most part.

I would agree that Feeder were a great band without as much credit as they deserve.
I'd also nominate Bush who were a great rock band that didnt get hardly any credit in the uk.
