Logic Pro quantizing to 1/8 when I select 1/16!

I recently bought a new MacBook Pro running Mac OS 14.0 Sonoma and installed Logic Pro 10.7.9. When I try to quantize a bunch of notes to 1/16 and set the strength to maximum it moves them to the locations where they'd go if it were quantized to 1/8! The only way to get it to quantize to 1/16 is to set it to 1/32!

I tried the same in Logic Pro 10.4.8 on my old MacBook Pro which is running OS 10.13.6 High Sierra and it works as it should - set to 1/16 and it quantizes to 1/16!

Is this a bug in Logic Pro or am I doing something wrong?
