I have a lab ice crusher made by Waring, which we were going to throw away at work, that's massively superior to anything I've seen intended for kitchens. Sadly googling for it suggests they cost around 500 quid new...

Would a blender not do the trick?

Have a look at Waring Pro or Hamilton Beach blenders, lots of bars use them for cocktails.

This is how we did it in the bars before blenders became commonplace.

Clean tea towel. Fill half with ice cubes, fold the other half over.

Pick up empty wine bottle by its neck. Apply vigorously to tea towel in hammer like manner, but not so vigorously that you'll break it.

Unfold tea towel. Put crushed ice into glass. Repeat as necessary.

A "normal" Waring blender will do the trick, although not a lot at a time.
