Hmm. Given a lot of breweries were originally sited in places with suitable water supplies for brewing, like Burton-on-Trent, then I'm not sure using heavily treated water from taps in places where quality is poor is going to produce an authentic, good quality flavoured beer.
But I'd be willing to give it a shot.

I'd give it a go. Must admit though that every (IIRC) German beer I've tried has been disappointing. No excuse for that really when Belgium is next door

On first glance I thought I'd also give it a go, but then realised its a 0% alcohol beer, so on that basis, I'll be giving it a miss!I used to brew my own beer and 1 big issue will be your water profile, if you live in a hard water area the lighter beers will not be up to standard until you start using chemicals etc to adjust the profile (dark beers will be fine)
The other big issue is the lack of alcohol, to get that you will need yeast to work it's magic on the sugar. That will take up to 2 weeks and needs to be at a steady temperature (ideally 20 degree's for ale)
Edited to add there is the Co2 issue if you want a fizzy beer, you either force carbonate or bottle condition which is what I did. I guess if you have a soda stream then you might be ok...

I don’t think I’d try it. The water from a place makes a difference to the flavour profile. Will it go with London tap, or would I have to buy some sort of specific water? In which case, why not just put it in a can or a bottle with the liquid.

Nope, ethanol is a liquid - it only comes in solid form if frozen. I can't see how this will work unless it is generated in situ or they provide a shot to spike it with.Found it https://en.wikipedia.org/wiki/Alcohol_powder
