Three sets of rails on corner?

This has been bugging me for sometime now. Mrs Brother d's flat is near some train tracks in an urban area (not UK) which run across the streets.
One the things I can't work out is why on particular corner in the street there are three sets of rails, basically the rails have a parallel set on the inside and outside of the main rails? The rails are flush with the street if that means anything?
The only reason I can think of having them is if a bogie was to jump the main rail due to debris?

It'll be some sort of dual-gauge system, where trains/trams of different gauges share the track at that point

No. As stated it is only on a corner 100 m corner. http://en.wikipedia.org/wiki/Dual-gauge
