She will be ploughing & bed levelling.

Before the big dredger comes in and removes a volume of material problem areas are ploughed to disturb them and make the silt easier to suck up.
Bed levelling is essentially dragging a bar around behind you to smooth the 'ploughed field' effect of the material removal after the big dredger has done it's work.

Well I never knew that - a tug for ploughing. But I guess it has the small size and high pulling power, like a marine tractor.
