What is this? Possibly WW2 RAF.

Brought into the museum yesterday, it's brass, about 60mm long and 12mm dia, the inner slides out of and fits snuggly into the outer case. The inner is hollow with a mirror at 45 degrees at one end. It has an inscription of a "crown", about "22" and the letter "E".
It's like a very small periscope as if to look into something or we also wondered if it was something to either shine a light into something or maybe concentrate sunlight to create fire? The loop at each end makes it look like it should be on a chord or chain but why if you pull it apart to use unless that's just to stop you losing it.
We were baffled.
