Max legal Kite/Balloon height?

So, here's one a quick Google didn't answer.
Let's say I wanted to fly a Kite (Or other string tethered airborne device (Balloon/kite/other)) for a prolonged period of time (hours) at a relatively high height (so not 50ft on a small V kite)
Are there limits on:

- How high I can fly?
- How long I can fly?
It probably depends on where you are (I don't know the exact rules on balloons).
For instance, I live within the boundaries of the Leeds/Bradford Control zone. I fly gliders for a hobby. The charts suggest that I could legally fly near home (if I could take off or get there some other way), providing I didn't encroach the controlled zone. The controlled zone from recollection is at 2000'.
At York, where I normally fly, there is no controlled airspace in the immediate area, except the MATZ at Church Fenton. Recently though there were rules put in place where flights above 19000 feet required prior opening of the airspace to permit it.
Thats a brief resume anyway.
