how is this any different to a ballistic missile in it's capabilities.? They go just as fast don't they, if not faster? just 'straight' up out of the atmosphere and then re-enter at very high speed to hit their target?
Ok, those were primarily designed for Nukes so target accuracy can be in the 100s of meters rather than 10s cm that a precise device would need. But shirly just as easy to put a precise GPS update onto one of those to get the capability of 'obamma to hit anywhere in the world within a couple of hours'.
The trick is in the hypersonic jet that can take off and land normally, be reusable and carry a meaningful payload. Not in a hypersonic missile.

This appears to be a scram jet powered semi-ballistic missile. Compared to ballistic missiles I suspect that it is more manoeuvrable which means that it will be more difficult to hit with surface to air missiles and as it is atmospheric it will be difficult to hit with exoatmosheric kill vehicles.
In terms of accuracy it is gong slow enough to use GPS and radar, much faster in the lower atmosphere and you get surrounded by a plasma bubble which make both these unusable. Ballistic missiles use inertial navigation corrected by taking a star shot to work out where they are before the flying blind in the lower atmosphere.
