I suspect they are part of some sort of survey of traffic volume as there were plans afoot to create a new link road across the fields from the old M10 into the top of town at the top of Blue House Hill, cutting the amount of traffic using Watling Street and the King Harry roundabout to get into town from the motorway.

It's a bit more than a traffic survey. If it's anything like the ones on the way into Stevenage, they a ANPR Automatic Number Plate Recognition cameras.
