How does one achieve this and at what cost?

Would it be legal in UK?

One of my neighbors has two of these ridiculous monstrosities. He uses them to promote his business.

I'm guessing that is over the weight limit for a car licence.

Assume you are thinking UK rather than US - in FL max weight for a rigid vehicle on a car license is 26,000lbs

No, I'd feel a little self-conscious - they're bloody stupid really.

6500kg for a car.
3500kg for a B licence if you took your test after 1997
7500kg if you have an older licence ....

Correct, but the maximum GVW for a "heavy" car at IVA testing is 6500kg which would limit what could be driven.

….and finally, both together - with a 'normal' sized vehicle between them. Perish the thought of being rear-ended by one of these ridiculous vehicles.

Have you either:
A) stalked him for this moment

Neither - he lives just down the street and I drive past his place most days - they're not usually both there at the same time.

A friend just posted a pic of the blue truck last night, in Orlando. It gets a ton of attention.

Alarmingly expensive to buy, if you need to ask you can't afford the fuel economy or replacement tyres and quite prone to falling over. The sensible answer is buy a Unimog! biggrin

I love that phrase if you have to ask laugh
What if I'm actually a multi millionaire and seeing wether it's worth investing in one of these or a unimog as my daily? wink
Anyway no one's yet answered my question how? laugh

I suppose it might be possible to drive one on a car licence if you had a camper body or a horsebox built on the back; there are paths for what are really HGVs in DVLese to be driven on a car licence, these categories have loopholes for some reason. I think Unimogs get by as they are regarded as tractors or agricultural vehicles.

If that's a serious statement then you've just come across as an absolute stuck up arse.

I've asked about cars before then went out and bought them based on what I've learned.
That statement 'if you have to ask..' is a line made up by people to make them feel good about being able to afford a car. It's pathetic.
