I have a few in New York (very competitive shipping) from all parts of the country in all kinds of flavors. Blue, white or black p71's. Let me know what sounds good for you and I can send you pictures.
Hi PantherMan, I am looking for a black and white p71 Pref LAPD, Ideally between the Years 2001 - 2007, I Found one on Ebay based in Baltimore, Maryland USA and was Quoted approx 1300 Pounds to get it shipped back to the UK, I have since been told that this was expensive and to be wary of any hidden costs, when i spoke to the shipping company they were very vague on this and could not guarantee the priceI think i would prefer to locate one in the UK, as i would avoid any shipping costs and it would have all the appropriate work done to convert it to UK legislation (Emmissions, Headlights, M.O.T, DVLA registration ETC)
As someone who owns a CVPI my advice would be to bite the bullet and get one direct from the States - you will be very lucky to find exactly what you want for a good price already in the UK. There are some bargains to be had out there in the States and if you can handle getting it shipped and on the road here then you won't be sorry.
If it is over 10 years old then you don't need an SVA so you could get a 2003 (nice year) and save some effort there. Just remember that with total costs, what you pay in $$s will be what you pay in ££s. Avoid large departments such as LAPD, NYPD etc as they have a large motorpool and the vehicles get very abused. Smaller departments are better because often officers are assigned and responsible for their vehicles.
When you buy it, and ship it, the total cost is added together by the tax man. You then pay import duty on that. The import is then added to your total cost and you pay VAT. Once that is done you get all the paperwork to prove you have imported it legally, you then get an MOT and register it on the road. DVLA will issue you a number plate and it is job done.
You will have a nice car this way for less money than what people the UK want. As examples:
2010 black and white for less than 6K
http://cgi.ebay.com/ebaymotors/Ford-Crown-Victoria...
2003 white for less than 4k

These guys are very helpful but you need to join the club (well worth it) in order to get the information... http://www.911evac.co.uk/phpbb3/index.php

They are significantly cheaper than competition and their cars are more authentic. I met the guy on Sunday - nice chap call Clive. If you speak with him tell him that Adam with the Orange County car recommended him to you.

Probably too late but I went to see a guy who had 3 the other day. All in brilliant nick and one only had 38,000 miles on the clock. They were 2009 and 2008 models. All P71s and the one I drove felt more European in handling than any other US car I've driven. I presume the Cop suspension is better.
Because they were not that old and were in good nick, even the interiors looked like new, they were all about the £10k mark, which I'd suspect, what with traveling to the States to buy them and shipping, tax, test etc would not really generate a profit for him but he just collects them and sells them on when he needs space.
He also had ex police Impalas and Chargers as well. All late 2000s.
PM me if you want his number.

There's a nice looking 2002 Vic on ebay at the moment.
£6900 but I think that's too much.
Just stick Ford Crown Victoria in the search bar and it's the only one that comes up.
My old Mercury Grand Marquis was originally up for £8k but sat there for ages.
I made a cheeky offer of £3k and got it.
Worth a try. They are rare but it's a very small market.
Helped that the seller lived up in the Scottish Highlands.
