RIM Urethane Repair

Hi All
Someone reversed into my Fiero a while back - the damage appears slight but resulted in the front panel - made out of Reaction Injected Molded urethane - being pierced.
Does anyone know if this material can be repaired, or is the damage permanent?
For various reasons, I am making my own claim against the driver (government employee) and now have to provide a number of repair quotes but am having trouble finding anyone who will provide one (and who knows anything about the car, for instance, has the honeycomb impact absorber been damaged, etc).
