is there an MOT type inspection in states

Wikipedia has a list of states that require them, California is not on that list. My state Missouri does, but it's pretty limited in what they check and as far as I know not as comprehensive as your MOT.
Depending on the type of car, I would arrange with the seller ( dealer or private seller) to have the car inspected at an independent shop prior to purchase. Prices should be $100-$500 depending on type of car.

California only has emission testing, and only in certain areas, there is no safety inspection whatsoever.
Some states have safety inspections but I can't think of one that comes remotely close to the scrutiny of the MOT. Visible corrosion on brake pipes? Handbrake out of adjustment? Rust hole in bottom of sill? Yeah those wont fail you over here as a rule.
