That may have been true some of the time, however, unlocking the performance of an old muscle car doesn't take a lot of time or money.
In 1964, you could buy a production car, straight from the showroom with 425 HP.
At that time, you couldn't get a production porsche, ferrari or whatever, with even 2/3 of that power and i dont include ridiculously priced one off specials.

The figures quoted were gross hp on a bench with no attachments. The DIN figures were way lower. I don't doubt you can get the power out (I've got the Car Craft articles) but it costs money like anything else.
Not exactly representative given the drivers but the 383 Magnum Charger on Wheeler Dealers was run up the strip at 17-18 seconds with Ed China and Mike Brewer at the wheel.

Oh come on, they can't drive or tune the car to get that time! I got 14.1 out of a 383 Road Runner with a Holley carb and headers, 3.23 open rear and 245 road tyres all day every day!
The test cars were tweaked but most of what they did you could do on day one if you had a timing light and basic skills.
A mate had a 383 Super Bee went 17's. I gave it the most basic of tunes at the track (Shakey) and he went and ran a 15.2 right after, same car, same driver, no new parts.

I agree with Athlon,i have seen small 318 engined B bodies run 15's with minor mods. I ran a lighter bodied Valiant with a very mild 440, the car had ran 14.3 at 98 mph before i bought it, i fitted a set of tube headers, recurved the distributor and went 13.4 at 104 mph first time out, i then added a set of slicks and a 11" 2500 stall converter and it went 12.8 at 107mph, this was my everyday car, it would go through the lights at not much more than 5000 rpm.
That 17 sec charger was a disgrace, probably a show poodle, mid to low 14's are easily attainable with that motor on tuning alone.
