Wiggly Rubber Thing

Just got my car back from the garage after a bump, and the rubber seal that sits up against the bumper at the top isnt sitting right, it looks messy and its wiggly.

Is their anything i can do to make it look neater? Can it be tucked under maybe?

Between the bumper and the silver retaining bracket is a rubber seal mounted to the silver retaining bracket.

Infact it looks a bit wiggly in that picture too :s maybe its supposed to be like that...
