Stonechip finish

Stopped with a friend on the way back from the Festival Of Speed yesterday to look at a 96/N Mx5 someone had sat on their driveway with a for sale sign on it. Looked overpriced to what others I have seen on the web. Aforementioned friend was interested in it as runnaround. Miles were quite low, interior good condition.
Question though. The bodywork between the front and rear wheels had stonechip finish applied from the swage line down, is this normal? Or is it as I suspect someone was trying to hide rusty sills then just carried on with the stonechip higher?.
