If that was an MOT bay then they'd have to be constantly turning cars around to test the brakes on each end, which seems unlikely - the brake rollers normally have enough clearance in front to get the rear wheels on by just driving forwards.
Looks much more like a rolling road type setup to me, in which case I'd be seriously questioning the abilities of the guy(s) running it before they even started messing with the engine.

From the photo I can't verify it's got one on the other side, so here's a few hypotheses:1) The real fail is that it has NO steering wheel
2) Perhaps it is a Mazda special prototype, with in built auto-drive and also FWD?!?
