MX5 Mk3 replacement key issues

Trying to get a working second key for our MX5 after we lost one.
The dealer got the wrong key (we get it from the VIN and it didn't match), now two weeks later they've had the car to programme the new key and it won't programme. "Oh there must be an issue with the immobilser and we want 500-600 to investigate".
Bear in mind this is a car we bought new from them, only they have serviced...
Cheeky gits charged my missus £255 for effectively a blank cut key, which I could have got in Timpsons for a tenner.
Ignoring the awful service and ripoff (which seems to be an acceptable Mazda practice these days), I take it without the remote buttons working I cannot set or unset the alarm on the car?
