The whole DVLA Export thing... that's going to be a ballache. Someone notified them the car had been exported, even though it never was (allegedly). Officially to get it back on the DVLA books, the car would need to be reimported - but seeing as it has never been anywhere / hasn't got an overseas log book, it won't be an easy process. It never is with the DVLA. The person named on the log book might stand some chance of convincing them it wasn't exported, but Joe "New Owner" Public will struggle.
My direct experience of this... I bought a used Honda CRV in 2005, and exported it to a family member in 2006. Did the whole DVLA notification thing, and the car was registered overseas. They kept it 7 years, then gave it back to me. I did the NOVA thing, MOTd it, sent the foreign registration document & the forms off to the DVLA, and waited. 2 months later I hadn't heard anything, so called them up. Lots of tapping etc, and the call ended with them saying they would look into it. 2 days later I got a new V5 in the post, with the original registration number. I got the V5 back, in my name, showing me as the keeper since 2005! Effectively they just reactivated it ont he system. I'm genuinely convinced they don't know how to deal with re-imports.
Anyhow I'm sure I've overcomplicated that enough.
