E46 Ignition Sequence

Not sure if I've just noticed this...or if it is something that has started happening...

But - when I turn on the ignition I get the orange Emissions Warning icon - this only comes on during, I think, key positions 2, 3 and 4 (vaguely) - and not once the engine has begun...

Any idea if this is part of the ignition sequence...or is it an alert?
