Xenon lights shine low........M3 E46

Hi, there is a bracket on the aluminum control arm front drivers side, which is broken, my lights shine low will this be the problem ? when i have the lights on ,and move this little arm the lights dont move ? surly they should ajust a little bit -up or down ? they do move on start up, but stay low.

There is a small screw driver hole what adjusts the level. There is one for high and low beam. It is just on the back of the headlamps. Looks straight down, mine is made of white plastic.
For no apparent reason mine did this so I had to adjust them. They have behaved so far.
