It's totally up to you, but as the fluid absorbs moisture whether it is driven or not, then the mileage is not really relevant. It probably absorbs more water doing smaller mileage as there's a longer time for the fluid to site there absorbing the normal night/day condensation that occurs, without the daily workout of getting the fluid to high temperature to get rid of a bit of the moisture.
It's not like it's a big job (or shouldn't be), and will put your mind at rest about whether they'll be operating at their optimum in an emergency situation.

Brakes are also a matter of safety which is why BMW sets a 2 yr limit
It does not mean that after 2yrs +1 day the fluid is for throwing
However bear in mind that as you dont do many miles the fluid absorbs more moisture, ie water contamination, the relatively wet UK climate makes it even worse; water boils at 100C and also causes corrosion of metallic brake components so your brakes will fade earlier if you push the car eg on a track day as the fluid boiling point has dropped
i would not try to save money on this if you want to rely on your brakes or avoid a bigger bill in the future + keep the bill and get the stamp in the service book for the next buyer
