I didn't think the ECU could be locked via software update... my understanding was it was either locked from the factory or unlocked and that was it.
If the ECU is infact locked, it will need to be benched in order for you to do the cold start delete.
Presumably your car has an OPF? if so I don't think the difference in volume will actually be that noticeable. This is predominantly done on non-OPF cars as the cold start is pretty obnoxious with the valves in their default mode. Even at that, if I start my 2018 non-OPF model with the exhaust valve closed (press exhaust button before start) then it's really quiet.

Carly apps etc won't beable to do this as it needs a 'remap' put on the ECU that's just a standard map apart from Cold Start Delete.
I used Bootmod3 to do it on my M4 using their phone app. Made a hell of a difference in the early mornings and had zero effect on anything else. You can also select a custom cold start RPM if you don't want it completely disabled.
