Contractor with Geodata knowledge

I am looking for someone with geodata skill in particular Mapinfo, gdal and mapserver. But to be honest my own skills are so lacking in this that any geodata might suffice for me to fill in the blanks. It would also be useful if you have any c++ skills. This is really urgent.
