Help please - job application letter

My niece wants to apply for a job - the ad states 'letter of application and CV'. What would be appropriate content for the letter?

The letter's purpose is to give a brief impression of the applicant, and should be an appetizer for the CV. The letter is often the point which decides if the CV is read at all, and should give the feeling of knowing a relevant bit about the applicant.

The letter can be structured like this:
- why am I interested in this particular role
- why would I like to join this company
- why should this company employ me
- I'm happy to introduce myself personally.

Keep it concise and short; appr. three paragraphs.
