It depends on what your contract says.

From memory ours expects TOIL to be used up within 1 month and a maximum of 2 weeks being carried forward. If people can’t use it then the Manager can approve overtime payments.

Any pay owed should be recoverable if required - subject to your contract

It depends a lot on custom & practice, what the OP has been told by their line manager and also what's written in the contract.

In a lot of roles a certain amount of unpaid overtime is expected. In some roles you can accrue TOIL but only with the prior agreement of your line manager. in some roles you can only accrue TOIL where you have a reliable time recording system.

It would be interesting to see what time period the OP has accrued the TOIL over. It's the equivalent of doing an extra day a week every week for two years.
