Private hire taxi license issue

I currently hold a (west) Wiltshire hackney dual taxi driving license and drive part-time for a company using their own cars. I am considering using my own vehicle "going it alone" and am really confused about vehicle licensing.
Can anyone tell me, given I have a Wiltshire driving license, does that mean that I can only apply for a Wiltshire PH car license? Can I apply for a Bristol or South Gloucestershire PH car license but still drive with my Wiltshire drivers license? I know there is a big story about everyone using Wolverhampton licensing but I can find the answer to my question.
Any help would be appreciated.

A plated vehicle - hackney or PH - can only be operated by a driver licenced by the same licensing authority.
You don’t need to be a licenced driver to plate a vehicle - think settle car operators etc - so in theory you can plate a vehicle whoever you like but you can’t operate it without being licenced by the same authority.
