Claim to Administrator for Notice Pay

If a person has been unable to claim 'Notice Payment' from the Insolvency Service due to finding employment, would they be entitled to receive the 'Notice Pay' from the Administrator.

The person would be a preferential creditor but not a company director and such claims are expected to be paid in full.

Any advice would be appeciated.
