When will the management wakeup

I am coming to terms that our current director does not know what is happening.
We have a small team of 25 Engineers, 5 Chartered Engineers with small teams of 4-5 each. (Well thats what it was in August)
Come the end of september, we have 2 chartered engineers leaving, 1 Engineer Left End August, 1 Senior Engineer ahas resigned today, 3 further engineers have applied for a transfer to a different part of the business. A furster 2 have requested 6 months off from work.
So in 4 weeks, 9 people or 36% of the staff would have left. When as a manager would you think ffff me whats wrong?
The reason many of us are leaving is due to the directors management style it is more like a dictator. If he was to leave the place would be a lot happier and the staff would perform a lot better. But as the job market for our work is picking up we are getting resignations every few days.

Presumably there's a management structure above the Dictator who (should) would ask questions?
